NOTICE OF INTENT TO INCLUDE PROPERTY IN AN ORDERLY ANNEXATION AREA

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the Town of Haven, Minnesota,

will hold a public hearing on the proposed Joint Resolution as to Orderly Annexation by and

between the City of St. Cloud and the Town of Haven (the “Orderly Annexation Agreement”).

Date; Time; Place: Tuesday, October 13, 2026, at 6:00 p.m. - Haven Township Hall

PURPOSE OF HEARING is to consider, and to receive public comment on, a proposed joint

resolution with the City of St. Cloud designating certain unincorporated areas of the Town of

Haven as in need of orderly annexation under Minnesota Statutes, Section 414.0325. The

proposed agreement would replace and supersede the 2010 joint resolution between the parties

(Haven Township Resolution No 2010-3; City of St. Cloud Resolution No. 2010-10-191). Among

other things, the proposed agreement: Designates four tracts of land (Tracts 1, 2, 3, and 4) within

the Town of Haven as an orderly annexation area, as shown on the map (Exhibit A) and legally

described in Exhibit B to the agreement; Sets the conditions under which property within the

designated area may be annexed to the City of St. Cloud, including phased annexation of Tracts

2, 3, and 4; Establishes terms for the provision of municipal utility service, tax reimbursement to

the Township, road maintenance and cost sharing, and the timing of tax levies on annexed

property; and Provides for planning and land use control within the designated area, including a

joint planning body and the extension of City zoning to Tracts 1 and 2.

DESCRIPTION OF AREA The property proposed for inclusion in the orderly annexation area

is that area identified in the proposed agreement as the Designated Area, consisting of Tracts 1, 2,

3 and 4, as shown on Exhibit A and legally described in Exhibit B. No land outside the area

described in Exhibits A and B may be annexed under the agreement.

INSPECTION OF DOCUMENTS A copy of the proposed agreement, together with the

exhibits referenced above, is available for public inspection and copying at the office of the Town

Clerk, Haven Township Hall, during regular business hours, and on the Township’s website.

Written comments may be submitted to the Town Clerk in advance of, or at, the hearing.

ADDITIONAL INFORMATION All interested people are invited to attend the hearing and be

heard. If adopted, the joint resolution would be filed with the Office of Administrative Hearings,

Municipal Boundary Adjustment Unit, as provided by Minnesota Statutes, Section 414.0325.

This notice is published pursuant to Minnesota Statutes, Section 414.0325, subd. 1b, which

requires notice at least ten days before adoption of the agreement.
