Residents of Haven are cordially invited to attend three open house meetings in September 2025 to discuss zoning and planning for Haven Township, Sherburne County, and explore annexation options.
The research conducted will focus on available options for local land use control and annexation agreement options with the City of St. Cloud. The Haven Board of Supervisors will present proposed alternatives and gather public input during the meetings.

- – September 3rd: 10:30 AM – 12:00 PM
- – September 10th: 6:30 PM – 8:00 PM
- – September 17th: 10:30 AM – 12:00 PM
- – September 17th: 6:30 PM – 8:00 PM
All meetings will be held at Haven Town Hall, located at 4230 45th Ave. SE, St. Cloud.
The meetings will cover the same information. There will be no formal presentation, allowing the public to attend at their convenience. Supervisors will be available to answer questions and gather feedback.
The proposed plan builds upon the 2010 Annexation agreement, which expires on November 1st, 2025. Specific analysis has identified issues and concerns, and the Minnesota statute mandates local land use control.
Three alternatives are currently under consideration:
- – No-annexation agreement option
- – Limited annexation agreement short-term
- – Full annexation agreement with long-range defined terms and conditions.
Additionally, changes have been evaluated in Haven Township, including land use and zoning districts.
